Relational Public Procurement

Friday, November 14, 8:30 to 10:00am, Property: Hyatt Regency Seattle, Floor: 6th Floor, Room: 608 - Wynochee

Session Submission Type: Panel

Abstract

This panel contributes to a richer understanding of how procurement design, governance mechanisms, and organizational structures influence the effectiveness and value of public service delivery. The studies forming the panel reveal that public procurement is not merely a technical or administrative function, but a strategic process shaped by local context, relational dynamics, and institutional capacity. They highlight the tension between formal contracts and relational governance, showing that successful outcomes often require a hybrid approach. They also emphasize that adaptive, stakeholder-informed procurement models can enhance responsiveness and long-term value. Importantly, procurement systems must evolve to align with shifting social, economic, and organizational priorities. Together, the insights from studies in the panel underscore the need for a more strategic, flexible, and context-sensitive approach to public procurement.
