A New Conceptual Framework of Soft Power

Abstract

Soft power has been an important concept for scholars and practitioners of foreign policy. Yet, there is no general consensus about the precise definition of soft power and the characteristics that differentiate it from different forms of hard power. Few scholars attempt to compile data on elements of soft power or instances of its use by states, in general, or the target of its use. This makes it difficult for scholars to test some of the most interesting scientific and policy relevant questions that could help us expand the options available for achieving national objectives. My research offers a new conceptual framework of soft power based on separating power resources and influences. My study focuses on government actions as oppose to government resources. Relying on this conceptualization in this paper I develop a typology that identifies the types of policy instruments that constitute soft power.
