The Presidential Urgency Prerogative in the Legislative Process

Abstract

Several Latin American separation of powers systems endow their presidents with the capacity to hurry legislation along by means of the urgency prerogative. Recent research has shown the strategic use of this prerogative to maximize presidential preferences in bill approval. This paper explores the strategic behavior of presidents to affect the odds of bills ending up in Conference Committee, and in that way impact the final forma bills take. We analyze data from Chile between 1990-2018.
