A Study of Cybersecurity Policy Actors: Norms and Actor Clustering

Abstract

This article studies policy preferences of countries and their relations with international regimes. Focusing on emerging cybersecurity discussions, we capture a landscape of cybersecurity policy norms across countries and policy actors in multistakeholder international regimes. By adopting automated text analysis methods with more than 1500 policy documents, bills, and transcripts of global discussion, this article studies policy preferences of countries and their relations with international regimes, we analyze and compare agenda and attitudes of governmental delegates, business actors, civil society organizations, and expert communities in discussions regarding cybersecurity. By doing so, this article finds the strategic dynamics of cybersecurity policy entrepreneurship and clustering among heterogeneous policy actors across the globe.
