In May 2018, the South American state of Colombia formally joined the North Atlantic Treaty Organization (NATO) as a Global Partner, a little over a year after the trans-Atlantic alliance approved Colombia’s Partnership Agreement. While not necessarily obligated to become involved in international military operations, this Global Partnership designation enables Colombia to cement its nascent place within the international security landscape. In addition, this partnership can eventually serve the strategic interests of the Colombian government by having a voice within the international security dialogue. The NATO Global Partner designation, like other designations outside of formal international security treaty participation, presents a unique opportunity for developing international security states to become a conscience influencer within an alliance’s major political-military causes and norms. In order to comprehend the impact these non-alliance partnership designations have on not only the international security environment but also on traditional alliance political-military norms and causes, a comparative case study analysis will be conducted on other NATO Global Partners and their potential influence on the alliance’s voting behaviors, policy determinations, and other political-military norms will be examined. The results from this comparative case study analysis will then be applied to Colombia, and Colombia’s influence on the alliance will be presented within forecasting models.
