How do rebel governance institutions create internal legitimacy while also challenging the legitimacy of state institutions? The research on this panel engages with this question to explore how rebel governance institutions both complement and challenge state institutions particularly around the issue of legitimacy, and to what effect. Using both case specific research and new cross national data, the papers on this panel expand our understanding of the long term impacts of different rebel governance strategies by exploring how these strategies interact with the goals and motivations of the state.
