Session Description

Non-state actors play a critical and potentially increasing role in direct governance, conventionally controlled by the state. This panel brings together original large-N statistical, survey, and case-study research to explore the conditions under which third parties, above and below the state, gain control in fragile and developing states, enforcing political bargains, fostering state legitimacy, providing social service, and contributing to human development.
