This paper examines education equalization and inclusionary housing policies adopted in New Jersey and California during the 1970s. I chart the evolution of the policies that emerged in the wake of landmark legal decisions in these states, including Serrano, Abbott, and Mt. Laurel. I argue that over the four decades since they were first enacted, these policies reinforced rather than contested, metropolitan colorlines.
