These four papers explore different aspects of the so-called Bully Pulpit in American politics. These papers represent a variety of considerations and analyses around presidential communication and leadership. One paper is a deep dive into presidential communication about immigration policy over more than 50 years. Two of the papers provide distinct examinations of how members of Congress respond to publicly articulated presidential pressure. A fourth paper examines President Donald Trump's use of the State of the Union Address, and considers whether it is breaking new ground.
