The Politics of Low-Carbon Policy Experimentation

Sat, October 2, 7:00 to 7:30am PDT (7:00 to 7:30am PDT), TBA

Abstract

Why are some local areas doing better than others in initiating low-carbon policy experiments? Based on a four city comparison and over 100 expert interviews, this study shows that local government leadership, and particular the ability to mobilize resources, is critical for not only starting but also maintaining low-carbon city experiments. This work advances scholarly understanding of local low-carbon policy processes and the boundaries of local governmental authority in China’s centralized political system.
