Abstract

In this paper, I introduce the Comparative Agendas Project Pakistan by outlining the data
pipeline, describing the datasets, and providing a descriptive analysis of the relationship between
media and legislative agendas, focusing solely on the National Assembly. For media and
legislative agendas major topic classification, I use state-of the-art fine-tuned XLM-RoBERTa
Large models respectively. In total, I introduce two major datasets spanning over a period of
thirteen years starting from 2013 till 2025: (A) policy agenda, which is measured through: 1.
bills introduced and/ or passed in the National Assembly (lower house of the parliament), 2. bills
passed by the joint session of the parliament (Majlis), and 3. ordinances laid in the National
Assembly. (B) Media agenda, which is measured through the front-page stories published in the
Dawn newspaper, a famous English national daily.
