This paper will utilize Domhoff (1967, 2014, 2018), Mills (1956), Burris (2008), and Pescheck (1987, 2018) in order to examine how the corporate rich in Texas utilize their power in order to gain political access and provide policy expertise through policy planning organizations such as think tanks, which give them immense influence on Texas policy. I will argue that think tanks such as the Texas Public Policy Foundation, have contributed to an ultraconservative turn in the policy formulation process in Texas.
