The majority of young adults ages 25-29 in the U.S. have not completed either an Associate or Bachelor's degree. The percentages are higher for African-American, Latino/a, and Native Americans. This paper explores the underlying reasons for the difficulties encountered by high school students in transitioning from high school to positive post-secondary pathways. An environmental scan methodology, along with individual interviews of subject-area experts was used.
