Theoretical questions surrounding the information communication for development (ICT4D) field have centered on how to ensure the effective use of information communication technologies (ICTs) for development. For sustainable development to occur, the discourse has increasingly focused on the active participation of marginalized populations including women. To ensure the active engagement of local actors, this paper calls for the use of feminist methodologies and paradigms that highlight the visibility and the voices of women. Feminist paradigms also eschew expert-centered approaches and challenge structures of power inherent in the gender and ICT4D field.
