Estimating the Impact of NYC Ferry on Commute Flows

Abstract

Using data from Longitudinal Employer Household Dynamics (LEHD) Origin-Destination Employment Statistics, I estimate the impact of newly implemented NYC Ferry service on commute flows between neighborhoods connected by a ferry route. I find that NYC Ferry service had a small but significant effect on commuter flows in New York City neighborhoods connected by ferry service compared to other neighborhood pairs. I find that increases in commute flows on routes with ferry service are primarily driven by high-income workers. Increases in commute flows between ferry-connected neighborhoods are highest for Manhattan work locations and Brooklyn home locations.
