Abstract

Frederick Martens began a career in law enforcement in New Jersey during the 1960. In 1987 he became Executive Director of the Pennsylvania Crime Commission, which was responsible for the investigation of organized crime and corruption in that state. He retired from the Commission in 1994 and became Director of Corporate Investigations and Risk Management for the Claridge Casino Hotel in Atlantic City, New Jersey. In 2001 and again in 2006, he was contracted by the City of New York, Department of Investigations and the Port Authority of New York/New Jersey to serve as an independent monitor at the 9/11 Ground Zero site as part of an effort to prevent gangster-run companies and unions from exploiting construction opportunities. Subsequently, he was tasked by the City of New Orleans to investigate fraud, waste, and abuse following Hurricane Katrina. He has conducted many investigations of companies in the United States, Europe, Russia, and the Pacific Rim.
