Modeling Adversarial Threat Awareness of Law Enforcement Personnel for Terrorism-centric Activities and Behaviors

Abstract

Since the attacks of 9-11, significant resources have been directed at integrating intelligence activities into law enforcement agencies. However, for ILP to succeed, analysts and front line officers must first be able to recognize terrorist-centric activities and behaviors. We report the results of a study in which law enforcement officers and intelligence analysts from federal, state, municipal, and county law enforcement organizations were tasked with ranking the “suspiciousness” of terrorist, criminal, and non-suspicious scenarios.
