The unprecedented numbers of persons locked up coupled with the demand for reduced prison population has led to an unprecedented number of offenders reentering society. Policymakers recognize that there is a need for more comprehensive reintegration strategies that fosters successful transition for ex-offenders; however, the reentry and reintegration process is legally and morally complex, and is fraught with breakpoints that are ripe for inequity and discriminatory tactics. In this paper, the authors explore the ethical landscape of offender reentry systems from traditional monitoring and intensive parole to rehabilitation, housing, and transitional employment programs. Critical areas that will shape the text are release conditions and requirements, state support and program funding, evidence-based practices, and responses to violations of release terms.
