Changing the Culture of a Police Department: The Impact of Training-Based Promotion of Police Supervisors

Abstract

Since the mid-1990s, the Metropolitan Atlanta Rapid Transit Authority Police Department (MARTA-PD) and the Department of Criminal Justice at Georgia State University, have been working together to deliver a unique system of promotion where MARTA-PD officers advance in rank according to their performance in a specially designed training curriculum. This "training-based promotion" is built upon the concept that individuals should be trained and prepared for promotion rather than promoted and then trained. Over 250 persons have participated in ten different programs. In this presentation, the development, delivery and impact of the training will outlined along with challenges and accomplishments.
