Corruption transactions typically occur at the institutional (micro) level. However, most measurements and analyses address the societal level: both in terms of existence/implementation of policies and experience with/perception of corruption. The novelty of the proposed approach is that it aims to monitor anticorruption policy enforcement at the institutional level. The tool is based on the hypothesis that measuring anticorruption enforcement includes detailed assessment of corruption risk (M1), coverage of corruption risk by specific policies (M2), evaluation of the enforceability (M3) and effective enforcement of existing anticorruption policies (M4). Module 1 through 4 results are compared to measures of experience with corruption of institution staff and institution clients.
Empirical data are analyzed to cover three focal areas: 1) estimating the relative importance of institutional v/s societal level anticorruption efforts; 2) arriving at a more detailed map of institutional level corruption transactions; 3) deriving a model for monitoring and analysis of anticorruption enforcement (at institutional level) that can be used in a wider EU context. Empirical data comes from joint Bulgaria-Italy EC funded project called MONAC.
