This paper will discuss the recent research that provides the foundation for enhanced safety and security within democratic countries through facilitation of an enhanced community policing model that focuses on collaboration with public and private entities to reduce the prevalence of terrorism and mitigate its impact. Furthermore, this paper will discuss the function and role of local and national governmental organizations with regard to counter-terrorism policies, strategies and procedures. While the prevalence of terrorist attacks within the vast majority of democratic countries is relatively low, the disproportionate impact on these countries require vigilance of the general population, without devolving into an Orwellian society.
