Research suggests that victim needs do not meet their expectations for receiving help and support by victim service agencies. Studies believe that there is a gap between legislation and implementation on services provided by victim service agencies. A previous study used GIS techniques to evaluate the accessibility, location, and characteristics of victim service agencies across Houston, Texas. After exploring the basic relationships between victim agency location and demographics, we want to compare the needs of providers in rural areas and the needs of providers in urban areas to look at unique needs or possible overlaps to provide the optimum services to victims in need.
