There are essentially two types of police discipline in Texas after an officer has been found to commit an act against policy or procedure: discipline according to a matrix and the other, the chief’s sole discretion. This study asked Texas police departments of various sizes throughout the state whether they were guided by matrix or other disciplinary standards. Those same departments’ chief administrators were given scenarios and the likely outcome of what the various punishments might be. Preliminary finding revealed there were not many matrix-guided practices, however, those departments that had matrix discipline seemed to have about the same attitudes (outcomes) as those that did not. This would suggest the “sole discretion” system might be just as “fair.” Implications for the future of matrix discipline in an “at-will employment” state are discussed.
