Uruguay: Legalizing for Public Health, not Revenue

Abstract

The first nation to legalize marijuana is Uruguay, which did so in late 2013. Uruguay has chosen a different model from Colorado and Washington, with governmental control from production through retail. The goal of the legal change is to improve public health, not to strengthen the revenue base of the government. By November, the regulations and evaluation will be fully designed. The presentation will describe and assess both the regulations and evaluation.
