In 2002, the City of Cincinnati, Cincinnati ACLU and Cincinnati Fraternal Order of Policing signed the Collaborative Agreement to end a Federal law suit alleging racially biased policing. This agreement, reached after a year of intense negotiations, established Community Problem-Oriented Policing as the principle strategy of the Cincinnati Police Department. In this paper, we review the characteristics of problems handled by the Cincinnati Police drawing on data from their problem solving tracking system. The data point to both successes and limitations and have implications for sustaining problem-oriented approaches in police services.
