This presentation is a case review of how the Philadelphia Police Department is becoming an evidence-based, data driven organization. This change is leveraging SMART policing, technology, training and education, and existing resources to build a structure that operates on the principles of prevention, continuous improvement, and Smart Policing. It is changing the way the Philadelphia Police Department approaches policing, improving outcomes, and changing culture. More importantly behavioral change is occurring at all levels of the organization and will likely be sustained. We will explore how this is happening in context of organizational change theory and discuss the lessons that have been taught in this six year effort.
