Juvenile Review Boards (JRBs) are diversionary programs that seek to keep less serious offenders out of the juvenile justice system. JRBs are based on the Balanced and Restorative Justice Model that incorporates all “stakeholders” including the victim and community members in the decision making process. The following study provides results from the final report with an emphasis on one-year post-discharge rearrest rates for those that successfully completed, failed or opted out of the process.
