Using advanced time series procedures on monthly-level homicide counts from 1985 to 2012, this paper examines whether homicide changed following the implementation of COMPSTAT in 1994 and the subsequent implementation of order-maintenance policing in New York City. We first apply formal tests for structural breaks in 1994 and then apply the Bai and Perron (1998, 2003) procedure to identify breaks at unknown dates based on the data.
