The threat of robbery, extortion, and kidnapping has many Mexicans changing their daily routines, limiting social interactions, and even relocating themselves and their families. Some business owners pay extortion fees or close their doors when the kickbacks get too steep. Even wealthy Mexicans who can afford added protection say they constantly watch their backs. A growing number of Mexicans fear the police cannot protect them and may even be as dangerous as common criminals. The military is seen as more capable, but soldiers cannot be in all places at once, leaving many Mexicans feeling vulnerable. This has led some
to take matters into their own hands against the cartels. Though most Mexicans have not personally joined a self-defense group, many consider them a legitimate last resort.
