The issues addressed in this study concern for the first time about the potentially contrary influence of collective efficacy to residence’s willingness of calling for police in two different neighborhood culture. One is the neighborhoods in Beijing as the representative of Chinese neighborhood culture and other is the neighborhoods in Houston as the representative of American neighborhood. A specific interest is that will the social cohesion have different influence to the people’ willingness to call for police as the social economic status and culture existing as the control variable. This study also addresses a dual level of analysis involving economical and collective efficacy in explaining the residence’ willingness of calling for police.
