Developing a Human Trafficking Continuum of Care: Research, Collaboration and Action

Abstract

Central Florida is one of the major hubs for human trafficking in the United States,and substantial steps have been taken by the government(state and local government agencies) and nonprofit organizations to combat the issue. After the 2013 implementation of the Safe Harbor Law in Florida, nonprofit agencies, researchers and state
organizations have moved forth in the creation of a continuum of care that is evidence-based and survivor-centered. This presentation outlines the model, research, evaluation and collaborations that have not only improved the response to human trafficking but also singled out the problems with the system. Working together, Central Florida
has created a continuum of care that has been presented to the State Legislation (Legislature) as a model for other areas in Florida. Policies are now being created that would support the model
and move Florida toward more survivor-friendly state where perpetrators are more stringently punished.
