Session Submission Type: Complete Thematic Panel
The Honest Opportunity Probation with Enforcement (HOPE) program is based on a program that was implemented in Hawaii in the early 2000s to provide swift, certain, and modest sanctions in response to probation violations including positive responses to random drug tests. Evaluation of the Hawaii HOPE program suggested that the program resulted in dramatic reductions in drug use and future incarcerations. In 2011, the Bureau of Justice Assistance and the National Institute of Justice funded a four-site replication of the Hawaii HOPE program to determine whether this promising program would reduce substance use and recidivism among probationers. This session provides preliminary fidelity, process, and impact findings from the HOPE Demonstration Field Experiment.
