The very fact that policing involves the exercise of power backed up by the possibility of using force raises questions about whether policing can ever be ‘good’ or perhaps even ‘good enough’. Moreover, the existence of police discretion – that is, the police mandate to choose between different courses of action and inaction – also poses some challenges for ‘good’ policing, particularly in increasingly diverse and multi-cultural societies. These are the two main themes that are to be explored in this panel in relation to police custody and stop and search.
