The Role of Law Enforcement in Responding to High Risk Domestic Violence Cases

Abstract

Specialized, intensive responses to high-risk cases are becoming institutionalized as a method of reducing domestic violence homicide. Domestic violence high risk team (DVHRT) models feature multi-disciplinary collaborations designed to identify acute cases and then respond comprehensively. DVHRTs seek to increase victim safety by containing offenders and providing victim protection and services. While a set of simple elements commonly define DVHRT models, there is wide variation in how teams are structured, objectives and activities pursued, and resources deployed. Law enforcement plays critical roles in the interventions, which can vary depending on the structure of the team, the target population served, and the capacity of the local service and law enforcement infrastructure. This research examines a sample of DVHRTs providing service in 100 communities throughout Massachusetts and provides information about the variation that has emerged in their pursuit of a common goal of reducing severe assault and homicide. Documents and data were gathered and interviews were conducted with representatives from fourteen DVHRTs, seven immigrant and refugee victim service agencies, and two LGBTQ-focused DV agencies. Discussed will be the role of law enforcement in the interventions, and how the DVHRT model is adapted to meet local needs and resources.
