Puppy mills are often described as inhuman, profit-driven, commercial establishments that exist for the purpose of maximum revenue at the health and well-being of dogs. This paper will provide an analysis of the unlawful and unethical concerns related to puppy mills that exist throughout the United States, with a focus on those in the farming community of Lancaster County, Pennsylvania. This research, including observational studies, will provide a small, representative sample that indicates the extent of the unprincipled illegal breeding and sales of various breeds, through kennel facilities as suppliers to pet stores, flea markets, auctions, and road-side farmhouses.
