Improving Probation Outcomes for Violent Offenders: A Swift, Certain and Fair Model in Rochester, NY

Abstract

Probation supervision is widely used in the U.S to help avoid incarceration cost and provide offenders a community setting for rehabilitation. However, probation failure rates remain high (35%) over the years. City of Rochester has a high violent crime rate and gun-related crime remains a large problem in the local community. Among those who engage in gun-violence, younger persons, if without efficient intervening strategies, are likely to be headed to prison, as well as to become the future perpetrators or even victims of these behaviors. Monroe County Probation Swift, Certain & Fair Model Pilot Program focuses on young persons who engage or continue to engage in gun-violence related violent behaviors, it is designed to help change the behaviors of those who may otherwise be unlikely to succeed under traditional probation supervision. This model extends program development and analysis of a program known as HOPE (Hawaii Opportunity Probation with Enforcement). Swift, certain and proportionate responses to probationers’ non-compliant behavior and violations are the essential components of this model. The successful implementation of a Swift, Certain & Fair model requires program participants to adapt to their new roles and to work consistently on maintaining an effective sanction and incentive system.
