Measuring Software Piracy in Competitive World − A Panel Presentation on Software Piracy Data Quality Assessment for China and Beyond

Abstract

The purpose of this presentation is to initiate a discussion on how we can evaluate the quality of the archive data on China’s software piracy and beyond through a reliability and validity assessment. As software piracy becomes a global business, the United States as a leader of software industry has been the primary force drawing intensive attentions to the issue of software intellectual property. In contrast, China has so far been identified as a leader of pirating IP products. The China-US negotiations on intellectual property were not always an easy appeasement. Under the unique circumstance, how to measure software piracy in China and beyond and how to evaluate these measures become a necessity for both research and practice. This presentation will address this concern and other related issues through initiating a discussion on the data quality. Specifically, this presentation will suggest assessing the archive data on China’s software piracy and beyond from US business organizations/associations and the contextual archive data from international institutions. These organizations/associations and institutions include the Software and Information Industry Association, the Business Software Alliance, the National Association of Manufacturers, the World Economic Forum, and the United Nations.
