Recruitment Methods of Outlaw Motorcycle Gangs in the State of Florida

Abstract

The Outlaws Motorcycle Club reigned king in the 1980s and 1990s within the State of Florida. Their organization was known for drugs, weapons trafficking, murder, and brutal beatings. After intense law enforcement efforts and prosecution of Outlaw members, the organization seemed to be less prevalent. On May 17th in 2015, Waco, Texas experienced a massacre that ended in nine deaths and approximately 170 arrests of members and associates of numerous outlaw motorcycle gangs. Despite none of the gangs having a direct nexus to Florida, the massacre brought a resurgence of attention to Outlaw Motorcycle Gangs (OMGs). The objective of this paper will be to examine changes in composition of Outlaw Motorcycle Gangs (OMGs) within the State of Florida. First, we describe historical trends and patterns pertaining to OMGs within the State of Florida. Second, we focus on the techniques utilized by law enforcement to counter the activities of OMGs. Third, we will examine the most recent trends involving the recruitment into OMGs and what tactics OMGs are using to increase their membership numbers throughout the state. Lastly, we will discuss policy implications and what can be done to reduce the prevalence of OMGs throughout the State of Florida.
