Where the Rubber Meets the Road: Site-based Implementation and an Assessment of Jurisdictional Treatment Capacity

Abstract

This paper details APPD’s ambitious efforts to assess and respond to probationer and parolee needs through a series of progressive steps. It was initially necessary to build a foundation of knowledge of evidence-based practices, criminogenic needs and motivational interviewing techniques. At the beginning of the effort the entire administrative, managerial and line officer staff completed SOARING 2, George Mason University’s (GMU) computer based training on offender needs and engagement practices. This was followed by supportive coaching through observations of officer-probationer interactions and immediate feedback to support the acquisition and development of the new skills. The department then piloted different versions of the needs assessment tool and adjusted them based on staff feedback and guidance from GMU. Once the needs assessment and case plan instruments were finalized, officers slowly began adopting them. A related survey of treatment providers gleaned valuable information on the jurisdiction’s capacity to serve clientele presenting a variety of needs.
