Factors Influencing Successful Parole Completion in a Rural County Setting

Abstract

The present study examines the static risk factors and dynamic needs that contribute to recidivism within a rural parole population in Pennsylvania. Populations from rural jails often face different issues upon reentry than those from urban areas. Using information collected from case files maintained by the local probation and parole department, we find that a number of factors, such as substance abuse, mental illness, and certain offenses predict the likelihood of an individual not successfully completing parole supervision. The present study addresses the unique issues faced by offenders on parole in rural communities and provides insight into the challenges faced by criminal justice agencies.
