The Missing Links: Reporting, Documentation and Evaluation in a Federal System

Abstract

My paper will be based on chapter 8 of my forthcoming book, When Police Kill, which is entitled "The Missing Links: Reporting, Documentation and Evaluation in a Federal System." The chapter reviews the gaps in the three current reporting systems and outline a program that combines data on killings and woundings by police with data on killings and woundings of police, requires departments to report data sources to the federal agency for auditing and combines reporting with research and evaluation.
