This paper will examine the economic, social and political debates over the movement towards a post-war on drugs criminal justice system. Legislative debates will be analyzed, and compared with research findings on the cost effectiveness and policy implications of private corrections, decarceration of drug users, and changing jail populations. Special emphasis will be given to Indiana and Kentucky
