Key Policy Strategies for Strengthening Law Enforcement Organizations through the Use of Citizen Oversight

Abstract

Police oversight agencies have the potential to strengthen police organizations and increase the public’s trust and confidence in law enforcement. Well-designed, effective oversight can facilitate communication between the police and the public, which may lead to greater cooperation and enhance public safety. While implementing oversight can have substantial benefits, many oversight agencies find it challenging to balance the needs of both the community and law enforcement, while at the same time not being seen as an advocate for either. How can agencies best use their civilian oversight functions to advance legitimacy and community trust? In this presentation, I will discuss recent research findings from a landmark national study of oversight agencies developed by the National Association for Civilian Oversight of Law Enforcement (NACOLE) and the U.S. Department of Justice, Office of Justice Programs (OJP) Diagnostic Center. This project examined strategies and approaches for developing and implementing effective oversight models. As part of this discussion I will share examples of civilian oversight successes and challenges. I will conclude by discussing some of the key policy challenges still facing the field of police oversight.
