System Collaboration to Identify, Assess and Respond to Minor Victims of Human Trafficking in Florida

Abstract

Florida’s Safe Harbor Act requires that minor victims of human trafficking be reported to child welfare authorities and authorizes services for trafficking victims. Allegations of human trafficking have increased each year since the law’s enactment. During fiscal year 2015, 1,225 allegations were received, of which approximately one-third are verified. Allegations include both sex and labor trafficking; approximately 15% of victims are male. This presentation describes data on all verified allegations of minor trafficking between 2011-15, including demographics and type of trafficking, and child histories with respect to prior allegations and foster care. We also describe the system response being implemented to support legislative goals, including a development of a shared screening tool, widespread training, law enforcement involvement in trafficking investigations, multi-disciplinary team assessments for trafficked youth, safe houses and specialized treatment foster care.
