Understanding Factors Related to Prolonged Trial of Detained Inmates in the Philippines

Abstract

Utilizing official and ethnographic data collated from 6 jails in Metro Manila, this paper investigates the factors related to lengthy stay of inmates in jail while undergoing trial. This paper investigates different jail, court, and prosecutorial-level variables on their relationships to lengthy detention. Results suggest that jail practices (gang membership) court practices (assigning to drug courts) and prosecutorial practices (filing in multiple court sala) are related to lengthy stay in jail. Implications to policy and practice in the Philippines are discussed.
