The purpose of this paper is to evaluate the most recent law enforcement model (MNVCC) of the Colombian National Police (CNP) and investigate why existing evaluation data of their MNVCC model is incongruent with citizen perception data and various third party evaluations. Methodologies include meta-analyses of econometric studies, in-depth interviews with high ranking law enforcement and judicial officials, and critical discourse analysis. The merits and advancements of the CNP’s model are presented along with the current challenges and liabilities for the MNVCC’s success.
