Operation RASOR is a focused deterrence initiative that identifies cross-jurisdictional, chronic offenders from three cities in MA by utilizing a regional database and an algorithm. Operation RASOR differs from other community safety and crime control initiatives, in that it promotes the creation of partnerships between social service providers, community leaders, and law enforcement agencies to proactively prevent recidivism among cross-jurisdictional, chronic offenders. Law enforcement case managers and social workers collaborated with several service providers to deliver adequate resources to the participants. The participating service providers and social workers were interviewed after a randomized control trial was completed to determine more effective ways to recruit participants, collaborate with police case managers, deliver resources and conduct interventions.
