Abstract

ASC members continue to seek to have more impact concerning criminal justice policy formulation. This author has previously advocated that one of the best ways to influence criminal justice policy is in a non-advocacy research role within government. In this paper, he suggests that one key method to have that impact is by preparing impact analysis of legislative proposals that affect government agencies. The particular focus here is on correctional populations. Almost all legislators like to have some fair and competent estimate of the consequences of his or her bill or a bill being considered. This paper will offer some of the basics of preparing such an analysis. Further, the presentation will highlight how this relatively pedestrian task can actually draw on diverse kinds of criminological research knowledge to strengthen the analysis, thus often improving the eventual legislation that is made into law.
