Utilizing a Risk Needs Responsivity Approach to Improve Correctional Treatment in Delaware

• In Event: A Tool for All Settings? Applying RNR in Prison, Jail/Reentry, and Community Supervision

Abstract

The Delaware Department of Correction sought to improve the use of evidence based practice by monitoring and improving program placement based on the RNR (risk-needs-responsivity) Simulation Tool model developed by George Mason University. The project attempts to improve outcomes by monitoring program operations/process and fidelity through systematic matching of offenders into appropriate treatment. The project began in 2013 and is continuing. Using data collected through the tool and through observational research and interviews with key players, this paper examines the complexities of implementing a risk/needs matching initiative statewide in a large prison system. Barriers and utilized facilitators of the process and lessons learned are discussed.
