Chicago Police Department Predictive Policing

• In Event: New Findings from the Smart Policing Initiative 2

Abstract

This paper will provide an in-depth exploration of the models developed by the Illinois Institute of Technology to create a list of subjects most at-risk for future violence ("Parties to Violence," or PTVs). PTVs are defined as a victim or an offender to a shooting or a murder. Originally developed several years ago, the Chicago Police Department anticipates that the model will have progressed to at least Version 5 in 2016. As the models have matured, their performance has improved. For example, Version 3 was twice as predictive as Version 2. The model's operational impact will be discussed and the latest visualization tools and dashboards that integrate this capability will be presented. Attendees will be equipped to determine if this kind of model, which informs a Custom Notification process developed by Dr. David Kennedy; might have applicability to their own jurisdictions. The process used to develop and deploy the model in Chicago will be discussed, along with its evolution over time. Presenters will describe the rationale behind subject-based prediction and the research that has resulted in the latest version of the platform.
